I have 2 large cymbidium orchids one spouts flowers every year at this time but the other doesnt?

I water and feed them exactly the same 30-10-10 fertilizer feb- oct and 6-30-30 sept-feb. they are both established outdoor plants I live in sf bayarea. why dont you think the other orchid flowers like the other orchid I have? the other orchid just started to flower already this year.
