Ohio residents...... Issue 3?

My question is why do the existence of these casinos need to be written into the Ohio constitution via constitutional amendment. If we are going that route, why not just p an amendment making gambling legal in Ohio? Then Ohioans can allow all the casinos it wants, without whoever will own these casinos having a constitutionally protected monopoly on them.
