Gas tank won't fill up.?

Biter cold/snow here in N.E. Ohio, went to fill the gas tank, was reading 1/4 tank full, started pumping gas and it came back out. Tried again and pump wouldn't even work, removed pump nozzel to take a look and there was some gas sitting at the tank nozzle. Is it possible I have frozen water from bad gas in my tank? If so, is there an additive that would resolve this? Thanks in advance for any and all possible anwers.
