Its been asked pokemon EV keep track?

ok i no some jus want to write it up an all that use the poketech an all that, count what the pokemon thats benn ko'ed or the points they give? dont no if im right Venonat gives 1 spec def an that would mean i would have to kill 4 of them to get one 1 spec def point when i lv right with out power items, so do those 4 count as 1 point to write down?
